Meet Tulsa! Tulsa was surrendered by their owner when they realized a puppy was not for them. It is a good thing they did as it appears that Tulsa was tied up outside and was literally eaten alive by mosqitos and fleas. When we got her, the top of her ears were literally "pulpy". Her neck had obvious signs of being tied out 24/7 and she is a little nervous. Despite this, she seems sweet once she starts to trust you. This is a special girl who needs a loving second chance.
